The attempted Grove Park Inn Project is the end of the line for presiding Asheville City Government. Ex Post Facto law; blatant abuses of discretion and process; direct collusion and conflicts of interests: rule of, and for, the propertied class; and a gross disconnect from the majority would seem to be a surface set of general issues against current local government.
Mayor Worley is a corporate, wealth management, and corporate real estate attorney and is aligned politically with Rep. Charles Taylor through something called the WNC Local Government Caucus (http://www.charlieworley.org/links.htm). Worley needs to recuse himself from further action regarding the GPI Project; and anything else having to do with property or commerce.

It seems like the current City Government (probably Buncombe County government) needs to stop; read the US and NC Constitutions; and then let us know when they are able to obey our laws and the spirit of our laws. They need to talk to us using legitimate evidence and argument, rather than the crazed pabulum of spokespersons for the New Right such as Carl Mumpower.
