‘What are the causes for massive numbers of mentally ill prisoners?’

Dear AGR,
I hope you received my letter about the criminally insane US Court of Appeals, 8th Circuit.
Thank you for sending AGR #250 and extending my sub to #260.
In reading about the study, on page 7 of #250, that hundreds of thousands of inmates are mentally ill, generally I find this no new news at all, and particularly I find it on point, being in a prison housing so many mentally ill captives that it seems more like a mental institution.
I find the information in the article from the New York Times to be accurate.
So the New York Times is a pretty big newspaper with a pretty big circulation. But NY Times has the audacity to report on a problem such as mass mental illness in prison, yet take no accountability in any solution. The problem is not new news. The solution is yet a mystery. Why else would people read stuff like this and only shrug and say “oh well” or “too bad” or the like?
What are the causes for massive numbers of mentally ill prisoners? Anyone?
